Southern Uplands Partnership - Project Officer

Background
The Southern Uplands Partnership is a small dynamic company limited by guarantee and having charitable status. For the last 10 years it has been seeking and developing new ways of keeping people living and working in the Southern Uplands of Scotland. Our main partners are Scottish Borders, S Lanarkshire and Dumfries & Galloway Councils and Scottish Natural Heritage. We are a strategic partnership working across borders and boundaries with a wide range of partners to explore new opportunities and to encourage new ways of adding value to local assets. Sustainability is at the heart of what we do. The Project Officer will play a key role in the work of the Partnership and we are looking for someone who can see the bigger picture and who can work with the full range of stakeholders – from interested individuals through community groups, rural businesses, NGOs and Government departments and agencies.

Post Title

  • Southern Uplands Partnership Project Officer.
  • Initially the post will be 4 days per week (0.8FTE) with the possibility of becoming full time.

Pay

  • Up to £27k per annum pro rata depending on experience and qualifications.

Place of Work

  • To be agreed with successful candidate. Working from home is a possibility providing this is in Dumfries & Galloway, Ayrshire or S Lanarkshire.

Responsible to

  • Project Manager, Southern Uplands Partnership and the SUP Working Group

Main Objectives

  • To assist the Project Manager with the delivery of the SUP Business Plan by improving links in the western part of the Southern Uplands, working on projects in which SUP has already developed a major role and helping to develop and deliver new projects which meet SUP criteria. 

Main Tasks/Responsibilities

  • Manage existing projects (eg Nith Estuary Nature Based Tourism Cluster and Eco-Office Building) so that they deliver agreed outputs and outcomes on time and to budget.
  • Work to develop new projects where these meet SUP criteria.
  • With Board approval, fund raise and recruit for such projects and play a lead role in their subsequent management.
  • Manage project staff where these are employed by the SUP including staff reviews and appraisals (currently 2 project officers).
  • Play a supporting role in the management of other projects where required. This may include appropriate facilitation, record keeping, fund raising, networking etc.
  • Contribute to the strategic role of the SUP.
  • Contribute to production of e-newsletter and updating of website.
  • Contribute to monthly progress reports and annual report.
  • Involve key players and partners in the wider work of the Partnership.

Feedback Responsibilities

  • Report to the Project Manager a regular basis (at least weekly)
  • Report to the SUP Working Group (monthly meetings)
  • Report on projects as required by partners and grant conditions.

Maintain relationships with:

  • A wide range of local initiatives, groups and organisations including local rural partnerships.
  • Liaison with partners in Dumfries &Galloway, S.Lanarkshire and Ayrshire.
  • Other land-based initiatives, businesses and projects.
  • Funders and funding partners.
  • The press and media.

PERSON SPECIFICATION

Knowledge, Skills and Aptitude

Essential

  • Knowledge of current rural development issues, particularly relating to land-use
  • Highly motivated and able to work under pressure with minimal management
  • Ability to prioritise work and meet deadlines
  • Ability to communicate with colleagues, stakeholders and the wider public
  • Organisational skills
  • Ability to manage and motivate others
  • Ability to create and manage working partnerships

Desirable

  • Computer literate
  • Commitment to environmental causes

Experience

Essential

  • At least two year’s relevant work experience
  • Fund raising, especially applications for lottery, LEADER or similar grant aid
  • Experience of project preparation and implementation

Desirable

  • Experience of working with a range of types of organisations and communities.

Qualifications

Essential

Degree or equivalent qualification (including vocational qualifications) in a relevant discipline such as geography, ecology, rural development or natural resource management.
Current UK Driving licence and access to a vehicle

Self-motivated, Persuasive, Energetic, Enthusiastic, Well-organised, Entrepreneurial.
